There is a likelihood that a quorum of the SWREC Managerial Council may be present at all scheduled roundtable meetings. However, there will be no action items discussed or voted on during the roundtable meetings.

Purpose
The council is the legal body through which the functions governing the operation of SWREC are exercised. The council shall assign the executive functions to the executive director. The council shall provide for a program of services for the SWREC and establish the general policies for its administration in accord with the needs of the member districts and the requirements of Public Education Department regulation and sections 22-2-1, 22-2B-3, 22-2B-4, and 22-26-5 NMSA 1978.
Function
The council shall be the policy forming and evaluative body of the REC, and it shall perform the following functions:
- Select an executive director and establish salary in accordance with SWREC
- Executive director salary calculation process:
- Approve all budgets/proposals
- Approve all fiscal arrangements, policies, and agreements and submit all contracts for purchases to competitive bidding in accordance with the provisions of the New Mexico Procurement Code
- Formulate policy to govern operation of SWREC
- Review and confirm the appointment of professional personnel upon recommendation by the executive director
- Review annual evaluation data of the SWREC activities.

Membership
The council shall be composed of the superintendent of each participating Local Educational Agency (LEA) within the SWREC area.
